Saudi Certificates of Conformity (SASO)
Saber
"Saleem" is the Saudi Product Safety Program in the Kingdom of Saudi Arabia, which is concerned with the safety of the Saudi consumer when using consumer products from the Saudi market. For this purpose, the Saudi Standards, Metrology and Quality Organization launched the (SABER) platform to issue certificates of conformity for consumer products before they enter the Saudi market, and in it the conformity of products subject to Saudi regulations is evaluated by conformity assessment bodies accredited by the Saudi Standards, Metrology and Quality Organization.
The Authority has classified consumer products according to their level of risk to consumers into low, medium and high risk. The Authority has also issued technical regulations for medium and high risk products so that these products are evaluated according to these regulations by accredited conformity assessment bodies. Accordingly, these bodies issue conformity certificates through the SABER platform for products that are proven to be compliant.
The products to be imported are registered on the SABER platform, and then the conformity certificate is issued electronically through the platform in two stages
Issuance of a product conformity certificate
A product conformity certificate is issued for all products subject to Saudi technical regulations (medium and high risk), so that either the product conformity certificate is issued for the products by conformity assessment bodies and is valid for one year from the date of issuance, or the products are subject to conformity assessment programs approved by the Authority (such as the Saudi Quality Mark), in which case a product conformity certificate is issued for them based on the certificates issued by these programs, and the validity of the product conformity certificate is according to the validity of the certificate issued by these programs.
Issuance of a certificate of conformity for the shipment (consignment)
A Shipment Conformity Certificate is issued for shipments of products for which a Product Conformity Certificate has been issued, so that the Shipment Conformity Certificate is issued by the same conformity assessment body that issued the Product Conformity Certificate, and the validity of the Shipment Certificate is limited to a single shipment.
As for products not subject to technical regulations (low risk), a Shipment Conformity Certificate is issued directly from the SABER platform without the need for a conformity assessment body.
Gulf Conformity Mark G-MARK
In an effort to reduce technical barriers to trade and facilitate the free movement of goods between GCC countries, the Gulf Standardization Organization (GSO) has implemented the “Gulf Conformity Mark” as a primary means of achieving these goals.
The Gulf Conformity Mark is used to indicate that products meet all the requirements of the Gulf Standardization Organization’s technical regulations, after passing its conformity assessment procedures.
Each category of products subject to the Gulf Conformity Mark Regulation must obtain a Gulf Conformity Mark Certificate and its own QR code before entering the GCC countries. The validity of the Gulf Conformity Mark Certificate is three years. Accordingly, the Gulf Conformity Mark and its own QR code are printed on each product before exporting to the GCC countries.
Children's games
The Gulf Cooperation Council Standardization Organization has issued a technical regulation for “children’s toys”, which bears the number “BD-131704-01”, as this regulation includes all toys for children under the age of fourteen.
Low Voltage Electrical Equipment and Devices
The Gulf Cooperation Council Standardization Organization has issued a technical regulation for “Low Voltage Electrical Equipment and Devices”, which bears the number “BD-142004-01”, and this regulation includes the following products:
Home electric air fans
Refrigerators, freezers and other domestic refrigeration or freezing machinery, equipment and appliances up to 30 ft3
Centrifugal dryers and washing machines including household washing and drying machines up to 12 kg
Food mills and blenders, home fruit and vegetable juicers

Energy Efficiency Program
In Saudi Arabia
The Saudi Standards, Metrology and Quality Organization (SASO) has implemented the Energy Efficiency Program to set minimum performance requirements for a list of electrical products, and through it the Energy Efficiency Label is used as a means of comparing performance between products offered in the market.
Each model of products falling within the scope of this program must obtain a license through its own platform before entering the Kingdom of Saudi Arabia. Each licensed model obtains both a license certificate and an Energy Efficiency Label from the Saudi Standards, Metrology and Quality Organization, under which an Energy Efficiency Label is affixed to each product before export

Water conservation certificate
The Saudi Standards, Metrology and Quality Organization (SASO) has implemented the Water Consumption Rationalization Program to set a minimum water flow rate for mixers, taps and sanitary ware products, in order to rationalize water consumption in the Kingdom of Saudi Arabia. Through this, the Water Consumption Rationalization Card was used as a means of comparing water consumption between products offered in the market.
Each model of products falling within the scope of this program must obtain a license through its own platform before entering the Kingdom of Saudi Arabia, as the validity of this license is one year. Each licensed model obtains both a license certificate and a water consumption rationalization label from the Saudi Standards, Metrology and Quality Organization, according to which the water consumption rationalization label is affixed to each product before export.
The Saudi Standards, Metrology and Quality Organization has issued a technical regulation for “Water Consumption Rationalization Tools” bearing the number (M.A-156-16-04-06), which includes the following products:

Saudi Recognition Certificate for IECEE International Certificate
The Saudi Standards, Metrology and Quality Organization grants a certificate of recognition for the international certificate issued according to the IECEE program, as this certificate is considered an approval of the certificate and test report issued according to the IECEE international program, as well as the product’s compliance with Saudi requirements. The validity of this certificate is one or three years. All products subject to this program must obtain a Saudi certificate of recognition for the IECEE international certificate before entering the Kingdom of Saudi Arabia.

Saudi Quality Mark
The Saudi Quality Mark is a license issued by the Saudi Standards, Metrology and Quality Organization to use the quality mark, which indicates that the facility has an effective quality management system that ensures the production of goods that comply with the relevant technical regulations and specifications.
Obtaining the Saudi Quality Mark requires that the product conform to the Saudi specifications and that the facility has an effective quality management system. After fulfilling these requirements, the Saudi Standards, Metrology and Quality Organization grants the facility a license to use the quality mark with a validity period of three years.
The Saudi Quality Mark is applied mandatorily to some consumer products, so that these products must obtain a license to use the Saudi Quality Mark, and accordingly this mark is placed on every licensed product before entering the Kingdom of Saudi Arabia.
The Saudi Quality Mark can also be obtained optionally for the rest of the consumer products, provided that they are subject to the Saudi specifications

Trailer and semi-trailer certificate
The Saudi Standards, Metrology and Quality Organization grants a certificate for trailers and semi-trailers, as this certificate is considered to be the product’s compliance with Saudi requirements, and the validity of this certificate is one year.
